Chuck and I entered the Military Intelligence branch together after transitioning from the infantry during the mid-1980s at the U.S. Army Intelligence Center and School at Fort Huachuca, Arizona.
At the time, nearly all institutional focus inside the intelligence community centered on the Soviet threat and the Central Front in Europe. The Cold War dominated strategic thought.
Yet even then, Chuck stood apart. Among our class, he distinguished himself through unusually disciplined strategic thinking and an early recognition that the People’s Republic of China represented a long-term emerging challenge to the United States and the international order.
While many remained focused almost exclusively on Moscow, Chuck was already studying Beijing’s trajectory, industrial expansion, demographic scale, military modernization, and the strategic implications of a rising China.
In fact, as a young officer, Chuck authored an impressively forward-looking work examining the possibility of China emerging as a major global competitor capable of strategic surprise.
Looking back four decades later, his analysis now appears remarkably prescient.
Chuck DeVore went on to build an exceptional career in public service, national security, and public policy.
He is a retired U.S. Army lieutenant colonel, former California state assemblyman, former Reagan-era Pentagon official, and senior policy executive at the Texas Public Policy Foundation, where he serves as Chief National Initiatives Officer focusing on national security, energy, border security, election integrity, and economic policy.
Over the years, Chuck has developed a well-earned reputation as a serious strategic thinker with deep expertise in defense, aerospace, intelligence, geopolitics, and great power competition.
