The most significant recent development is that the U.S. Army is no longer treating information warfare as a supporting function. Those capabilities remain indispensable.
They are also increasingly insufficient.

A division commander may find its operations constrained by adversary-generated misinformation directed at local populations.
A corps commander may confront an enemy effort designed specifically to fracture coalition cohesion rather than defeat coalition forces in combat. At the highest levels, strategic competitors may shape public perceptions months before military operations begin.
The Army increasingly finds itself fighting two battles simultaneously. One occurs in the physical domain. The other occurs in the information environment. The physical battle remains familiar. The informational battle remains far less organized.
The challenge is not a lack of capable people:
Psychological Operations units possess valuable expertise.
Civil Affairs formations understand human terrain. Intelligence organizations collect and analyze information.
Cyber forces operate in digital environments.
Electronic Warfare specialists influence the electromagnetic spectrum.
Public Affairs professionals communicate with domestic and international audiences.

The challenge is that these capabilities often exist in separate organizations, under separate authorities, supported by separate budgets, and governed by separate doctrinal frameworks.
The adversary sees a single battlefield.
The United States frequently approaches the same problem through multiple institutional stovepipes.
That mismatch creates increasing operational risk.
The problem becomes most apparent during crisis. A hostile narrative emerges online. Cyber activity targets critical infrastructure. Foreign influence networks amplify disinformation. Media organizations report contradictory information. Allied governments seek clarification while local populations react in real time.
The event itself may last minutes. The strategic consequences may endure for years.
Traditional military planning systems were designed for an era in which information moved slower than military operations. Today information often moves faster than military decision-making.
The result is a dangerous inversion. Military organizations that once dominated the tempo of conflict increasingly find themselves reacting to events unfolding in the information environment.
Information now affects operational freedom of action, legitimacy, coalition cohesion, public support, deterrence, escalation management, and strategic decision-making. In some cases, it may determine whether military force can be employed at all.
Future commanders will operate in environments saturated with misinformation, synthetic media, deepfakes, influence campaigns, cyber activity, and competing narratives generated by both human actors and artificial intelligence systems.
The informational complexity of future battlefields will exceed anything experienced during operations in Iraq, Afghanistan, the Balkans, or the broader Global War on Terrorism.
A generation ago, commanders worried about journalists arriving at the battlefield before official reports reached higher headquarters. Today commanders must assume that every soldier carries a camera, every civilian carries a smartphone, every event may be recorded, every recording may be manipulated, and every manipulated recording may reach a global audience before verification occurs:
There is no rear area in the information environment.
There is no sanctuary.
The battlefield follows the force wherever it operates.
For decades, information activities were viewed as supporting functions - important, but secondary to maneuver and fires. That assumption no longer reflects operational reality. Information is increasingly becoming a maneuver function in its own right. Commanders maneuver forces, fires, logistics, and intelligence. Increasingly, they must maneuver information as well.
The question is no longer whether information warfare matters. The evidence already answers that question. The real question is organizational: how should military institutions be structured to compete continuously in an environment where perception, trust, and cognition have become operational objectives?
The answer begins with force structure.
Force Structure Adaption
The Army recent initiatives regarding information warfare are a good first step. IO cannot remain an orphan capability. It must become an integrated component of military power, alongside maneuver, intelligence, fires, logistics, cyber operations, and space capabilities.
At the tactical level, commanders require organic capabilities that allow them to understand and influence the information environment in real time. Just as a battalion commander expects access to intelligence, communications, and fires, future commanders will require personnel trained to assess narratives, identify adversary influence efforts, monitor local sentiment, and coordinate information effects.
These capabilities cannot remain distant assets available only through lengthy staffing processes. They must be present where decisions are made.
At the brigade and division levels, information warfare formations should integrate expertise currently dispersed across multiple specialties.
Psychological Operations, Civil Affairs, cyber support, intelligence analysts, data specialists, electronic warfare personnel, and information planners should operate as components of a coherent system rather than as loosely connected organizations. The objective is not to eliminate specialized expertise.
The objective is to create operational synergy.
At the corps and theater levels, information warfare becomes increasingly operational and strategic. These headquarters must synchronize activities across large geographic areas, coordinate with allies and partners, integrate military and civilian efforts, and align tactical actions with strategic objectives. Information campaigns rarely respect organizational boundaries. Neither should the structures responsible for managing them.
Professional military education must evolve as well. Future leaders must understand how information ecosystems function, how algorithms shape perception, how influence campaigns operate, and how artificial intelligence can generate, amplify, and personalize narratives at unprecedented scale. Most importantly, they must understand that information warfare is not a niche specialty. It is a command responsibility.
None of these changes suggest that information warfare replaces traditional military capabilities.
Armies will still require infantry, armor, artillery, aviation, logistics, and sustainment.
Physical force remains fundamental.
What has changed is the environment in which that force is employed.
